Wanting to inspire evil in others, Dr. Starline is a passive player in his own game. Someone who wants to see someone else's vision of the world burning, he's a creative and shrewd individual. He's got a dark sense of humor and an even darker sense of seriousness. He legitimately wants to see chaos happen in intricate ways-- in order, there is boredom. In chaos, a number of things become possible, and he wants to test the world for its ability to fight back. When all the rules go out the window, in a world spiraling downward, he wants to see humanity's true nature emerge and find out whether chaos or order comes from it. In this sense, his goals don't completely align with his fellow DL antagonists. However, they are close enough for him to want to join.
He thrives on putting people on the spot; testing their natures and convictions, even to the point where he won't resist a few uncomfortable comments to his boss. He likes testing the character of someone, to see how they respond to any given situation. This often doesn't align with his true intentions or nature, he's just messing with people for the sake of messing with them.
He doesn't have the patience for failure, however, and anyone working beneath him should answer to him for their mistakes. He's liable to try out his electrotherapy on someone who stunningly disappoints him for the sake of science, similar to his boss. He might want the most interesting route, but that doesn't mean he tolerates insubordination.
Strengths:
Possessing a lot of technical and genetic know-how, his particular skillset makes him apt for the DL's general motif. Having several degrees from many different schools of teaching, he's constantly learning and re-learning all kinds of bio-sciences, with a particular interest in memory reconstruction. He has an interest in psychology and primal instincts, and couldn't leap faster at the chance to have his DNA rearranged for the sake of science. He wanted to see how his own mind would change under restructuring and took notes on that-- showing his dedication to the cause.
He's also clever, a brilliant schemer and always looking for new ways to cause havoc. A true enemy of peace, he admires his rivals in the Eggman Empire and in GUN for their predilections to cause just as much trouble as he does, viewing them as key instruments in undoing the world. Hypercompetent, especially when it comes to tracking down emeralds.
Weaknesses:
Sometimes goes against himself and tries to get a tight reign on the situation, ends up getting fixated on the way a certain thing should be. Not really a usurper, but definitely someone used to a position above goons. Used to respect but amused by people who don't. Tends to be... too admiring of people in power.

Dr. Starline was born a duck and had a relatively normal childhood, except for being a bit... off in places. Often experimenting with tools and gadgets on his own, he was always obsessed with the way Dr. Eggman was making headlines as soon as he rose to power, his earliest inventions to his later ones... though after his defeat time and time again, Starline's admiration was that of someone who wanted to bolster the good Doctor. As he was working on a plan to impress him, he eventually came across the Dark Legion, and became... deeply intrigued.
Safe to say he'd never met anyone like that good doctor. Choosing to pick a side eventually became a fascinated internal tug of war, with Starline eventually turning his back on his first inspiration to go towards his second, if only because the leniency of what his work could entail was more exciting, and to go against Eggman as a foe one day proved to be an area of study too irresistable to let go of. As someone who wanted to test the limits of others, he wanted to see badly how the doctor would do with evil against evil.
Of course, Starline didn't stay a duck for long. Choosing genetic experiments over a cyborg, he would chronicle his descent into madness and suffering with an eerie delight as his body rearranged and morphed itself into that of a platypus-creature. Now unfailingly loyal to the legion, he still desires to have a chat with Eggman over their differences, and one day aspires to talk to him about their different kinds of villainy.
